Two casino headlines have circulated about Old San Juan this year, and if you live near the city gates, it would be easy to fold them into one story. They are not the same story. One changed what happens at the entrance to the old city tonight. The other is a project just breaking ground now, at the edge of the district, that will not open its doors until 2029.
The distinction matters more than either headline alone, because it tells you which one to actually plan around.
What Opened on April 30, and What It Actually Offers
The Gran Casino Viejo San Juan opened its doors at the Hotel Rumbao, the Marriott Tribute Portfolio property just inside the old city's entrance, marking the first casino the sector has seen in a decade. The opening phase is modest by Vegas standards and deliberately so: 64 slot machines and 10 table games, including blackjack, mini baccarat EZ, American roulette, craps, and World Poker Tour Heads Up. The investment behind it runs close to $11 million, a boutique-format bet rather than a mega-resort one.
What separates it from the handful of other gaming floors scattered across San Juan's hotel strip is the hours and the framing. Grupo Orenes, the international operator running the space, built in extended hours: open until 4 a.m. Sunday through Wednesday, and until 5 a.m. Thursday through Saturday. The main bar, called El Bembé, anchors the room, and the food program is overseen by Chef Michael Bartemes. The stated intent, echoed by casino executives, is to integrate the bar, kitchen, and gaming floor into one continuous space rather than treating the machines as the only draw.
For a resident, that combination is the actual news. A late-hours room with a real bar and real food, inside walking distance of the cruise port and the plazas, is a different kind of Tuesday night option than anything Old San Juan has offered in years. The operators have also signaled next-phase plans already in the works: more slot machines, a sports betting area still in negotiation, and a new restaurant called Bar Rojo built around Nikkei cuisine, the Peruvian-Japanese fusion style, expected sometime after the casino's first year of operation. None of that exists yet. What exists is the room that opened in April, with the hours and the bar it opened with.
The Bigger Project Nobody Will See This Year
The second headline is Hard Rock International's $850 million Hard Rock Hotel & Casino San Juan, announced in early February. Construction is slated to begin mid-2026, which puts groundbreaking somewhere in this same window. The project is a joint venture between Hard Rock, the Puerto Rico-based Misla Hospitality and Stonecrest Investment Management, and the Texas-based Interfin Companies, designed by Klai Juba Wald and CMA Architects. Hard Rock has not published an exact address, but local reporting points to the former Department of Finance building site across from Cruise Port Terminal 4, adjacent to the historic district rather than inside it.
The scale is a different order of magnitude: 415 rooms, 58 suites, and 186 branded private residences, positioned as Puerto Rico's first fully integrated casino resort where lodging, gaming, and residences share one address. Hard Rock's own materials project more than 2,500 construction jobs and 1,250 permanent positions once it opens. The target opening date is 2029.
That gap between "construction starting now" and "doors opening in three years" is the part easiest to lose in a headline. If you live inside the old city walls, this project means a multi-year construction presence at the edge of your neighborhood, not a new venue you can walk into this season. Puerto Rico already has 16 licensed casinos across its hotels and resorts, most of them small operations with a couple dozen machines. Hard Rock's plan would be something else entirely, but it is a 2029 something else.

Why the Old Building Everyone Calls "El Casino" Isn't One
There is a third layer here that longtime residents already know and newer ones eventually learn. Near Plaza Colón, at the corner of Avenida Ponce de León and Norzagaray, sits a Beaux Arts building still called the Antiguo Casino de Puerto Rico. It opened in 1917 as a social club for the island's upper class, built in a European style with a grand central staircase and a twelve-foot chandelier in its ballroom. It housed a music school until the mid-1950s, then the Instituto de Cultura Puertorriqueña until 1970, and today it is managed by the Puerto Rico Convention District Authority as a venue for weddings and quinceañeras.
The word "casino" in that building's name comes from the Spanish tradition of the private social club, not from card tables, and there is no record in its history of it ever operating as a gambling hall. It is worth knowing if you are new to the neighborhood and someone tells you Old San Juan already had a casino long before this year. In the sense most people mean it now, it did not.
What Changes on Your Street This Year, and What Doesn't
If you live near the old city gates, the practical shift this year is narrow but real. There is now a late-night gaming floor and bar inside the Hotel Rumbao with hours that stretch past most restaurants' closing time, run by an operator that has already signaled it wants to add a sports betting counter and a Nikkei restaurant. Driftwood Capital's Carlos J. Rodríguez described the project as part of a broader commitment to make the area
"an epicenter of exclusive, high-value experiences."
Whether that ambition holds will show up over the next year in what gets added to the room, not in what gets built around it.
The Hard Rock project is a different kind of change, and a slower one. Expect the groundbreaking process to bring the usual footprint of a large construction site nearby: equipment traffic, fencing, and years of visible work at the edge of the district rather than inside it. None of the rooms, residences, or restaurants attached to that project will be usable before 2029 at the earliest, and Hard Rock's own release frames this as the start of construction, not the countdown to an opening.
Two headlines, two very different clocks. One already changed a Tuesday night option at the city gates. The other is a promise with a three-year runway and a construction zone attached to it in the meantime.
